40 Months of Hyogo-FAIR

ABSTRACT

Hyogo-FAIR is an abbreviation of "Hyogo Forum for Advocating Individual Recovery" sponsored by Hyogo prefectural government. This organization has been in motion for the last 40 months since July 17, 1995 as a supporting body for the recovery of those who suffered from Hanshin-Awaji eqrthquake disaster. In this paper, we introduced the basic structure of this third party organizatio that connects disaster victims with local govenment. Advocacy and outreach were the two main characteristics of this organization. A total of 12 advocacy have been made for the last 40 months to guide the individual recovery of those victims who suffered from the disaster from a fair and neutral perspective.
